They are people who use prohibited drugs - everyone in society is using drugs (tea, coffee, red bull, alcohol, sugar, tobacco, ritalin etc), and indeed society promotes drug use.
So these people are not unique for using drugs - but they are using drugs that society prohibits, punishes, stigmatises marginalise and discriminates against. They are the victims of a fiercely imposed drug apartheid - a war between drugs.
